Water? I sure hope not!

This is a picture of one of the "tenders" they used to take people from the cruise ship to the port in Stika, Alaska. It's actually one of the lifeboats that they lower off the ship to use. I'm trying to decide if this is one of those "foreshadowing" things or if they really think you can't figure out the water is below the boat...
